Is there a program that will stop people from ripping pics and my artwork off of my website, Disable the right click? Im using phpnuke 7.8
Not really that I know of. Thins that will stop IE users won't touch Firefox and other browsers. I suggest putting a watermark on your images.

How do I stop IE users?
Truthfully there is no way to stop anyone fron stealing images. disabling right click is useful on any browser as long as the user has javascript enabled. As soon as they disable it though your talking a whole new set of problems.
Best theft prevention is either watermarking all images you don't want stolen or don't post them on the net.
Thats about all there really is.
