Site all messed up
I am at a lost here on this one. The entire website is messed up except when I am viewing the site using the Extra Lite theme. all the rest of the themes gives the page as you see it
HERE.
When I try to use Fire Fox, I get a download prompt for the index.php file so I have no choice but to use IE to view the website.

Extra Lite does not use images to piece the theme together like the rest of the themes. I am guessing this is the reason why it is the only theme that I am using that looks fine for the most part. The FLASH file that is displayed in the Center Top block does not show up in any theme including EL.
%22 is placed in between all of the theme image links. Also, the Administration block shows the links adding %22
EDIT: I used Fantastico to install Nuke 7.9. It also shows of errors straight from the installation. I uploaded the same theme to the new Nuke and it is as messed up as the real website. Does this mean that there is something wrong with php itself? If so, can you guide me on what to have the host fix in the php.ini or wherever?
I personally would redo it the right way.... WITHOUT using fantastico. I have rarely seen a fantastico installation go correctly.
Fantastico has always done fine for me. But it did give me a reall quick Nuke installation to see if the issue is with my current Nuke website or the server. The answer is not my Nuke Installation.
If you did a second install using fantastico and got the same results the next thing I would do is talk to my host.
