I have no Content Waiting Block

First off, yes I am a complete newb here. I have been tweaking our phpNUKE site for the past few days and noticed that when I test the "Submit News" feature, I get an email (as admin) to approve it, but the new content 'waiting approval' is nowhere to be found on the site.
I dug around and realized that I have no
Content Waiting block in the Admin view. The .php file is NOT in my /blocks/ folder either.
I have searched high and low for the Content Waiting.php block so I can add it to my blocks and use it. No luck.
How do you get to 'pending' content without the
Content Waiting block visible?

If you are not logged into your admin account meaning you didnt login to your admin.php page into your admin account then all content submitted will be held pending approval. You really have 2 accounts you have your regular account that you login to the index.php page and you have you admin account that you login to the admin.php page. If you login to the admin page I am sure you will find all of your answers. BTW Content Waiting isnt a block it is apart of your News module.
