IE 6.0 SP 2 and phpbuke

I recently installed phpnuke and activated the forums in hopes of getting a community going for my website. I created a forum for my community then proceeded to post a test note to make sure everything was working fine. I noticed that smiles, bbcode and html code weren't working at all. After a ton of research I found out that IE 6 uses some rendering called Titan or something like that where Netscape uses Firefox.

IE's rendering engine is not consistent with standard HTML protocols therefore causing my site not to work. In order to get IE 6 to use the older, more standard protocols I have to force IE users into using a certain "DOCTYPE". My understanding is the if the DOCTYPE doesn't exist it should revert to older protocols but it isn't (I can tell because my Netscape switches out of IE rendering into Firefox whenever I view my site).

The question I have is...what file contains this "DOCTYPE" information so I can change it. Secondly, if it's not standard for PHPnuke to add a "DOCTYPE" then which file should I add that information to in order to force IE uses back to older rendering?
